It must be unloaded and you can either carry it openly (ex: in a belt holster) or you can lock it into a container. It doesn't need to be a hard container, a gun rug with a cheap lock through the zipper is OK.
There are some other ways that you can carry it concealed without a locked container, including:
1) You have a hunting license and you're on your way to/from hunting (or actually hunting).
2) You have a fishing license and you're on your way to/from fishing (or actually fishing).
3) You have a CCW permit. In this case (and only in this case) you can also carry it loaded.
If for some reason you ride within 1000' of the grounds of a K-12 school, then the gun needs to be locked up and you can't carry it openly.
Note that if you get nabbed for illegally carrying concealed, it is a wobbler that can be charged as a misdemeanor or a felony. No worries if you carry a long gun like my survival rifle as long guns can't be concealed per the legal definition of "concealed".

If you can get a CCW permit, you are golden. You must be in a good county because a lot of counties basically won't issue them unless you are royalty or something like that. That will change in the next few years as there are some lawsuits pending, waiting for the McDonald decision from the Supreme Court. That should be out in 2-3 weeks and the CCW lawsuits will then move forward.

Hey Mike, I gave you a conservative stay-out-of-jail universal answer but should probably point out (for completeness) that there are some situations in which you actually can carry loaded while in/on a vehicle. We happen to be debating a question like yours right now over in the law/politics section of my gun forum, see here.
I'm of the opinion that life is too short to spend any of it in jail. I do have a great attorney, but I'm also of the opinion that she could get my ass out of pretty much any sling, but I'd just as soon spend what I'd have to pay her on buying one or two new quads.
P.S. - Here is a great information resource if you ever need it: Firearms in Forests and Parks

After Mike brought this up I started looking at the penal code book I have at work and started reading all these laws, I thought I had somewhat of a idea of what was legal, but now after reading your gun forum it is for sure clear as mud, who the heck wrote all this stuff? How can a person even try to be legal when you have to have a lawyer to even sort of understand it. and even then nobody agrees on what it says. hope my county is easy to get ccw.
Thanks GG for all that new info

Add to the lack of clarity of ALL the requirements and laws by all of the entities that as you ride: you frequently change modes from BLM to NF to county road to private property etc. as you transit an area. Of course it's not always true everywhere, but at least in the Sierra I can easily think of places where that happens.

Yeah, the gun laws are really-really bad. I know them pretty well, and just learned yesterday that you can't bring a gun to a polling place. That one isn't in the penal code, but was buried way down in California Elections Code Section 18544. AS IF your average citizen would ever think to read the elections code...
Once I found out that was illegal, I settled for wearing my 'domestic terrorist' shirt and taking my own sweet time filling out the ballot with my shirt-back clearly visible to everyone coming in. As far as I know, nobody called the president's hotline on me.
